HR Business Partner / Recruiter

The HR Generalist/Recruiter will support the Human Resource activities for three, technical business units, and across three work sites in MA and CT. Talent Acquisition will be the primary area of focus for this role; however, there will be additional HR responsibilities. A candidate with prior experience in an Engineering, Technical, and Manufacturing environment would be preferred.
The HR Generalist/Recruiter is responsible for performing HR-related duties at the local, subsidiary level and will work closely with HR management in support of larger corporate initiatives as well. This position has responsibilities in the functional areas of recruitment, training, onboarding, development, record-keeping, and general HR compliance.
This position would be based in our Devens, MA location and would require travel to East Hartford, CT on a semi-regular basis (15-20% or 1-2 days per week).
This is a full-time position and reports to the Manager of Human Resources.
Essential Job Functions
Manage between 10-20 active job requisitions at any given time
Execute on staffing plans via a sourcing and candidate review process which includes email communication, phone screens, and in-person interviews used to assess make recommendations
In collaboration with the HR Manager, develop and manage hiring practices that fit organizational growth strategies and plans
Administer job postings, utilize social media and; implement targeted search/marketing strategies to identify and attract both active and passive candidates
Consult proactively with key stakeholders to define clear scope and requirements for each open position
Develop and maintain job descriptions and other recruiting collateral
Foster effective working relationships with hiring managers and senior business leaders throughout the recruitment process
Develop insight into the business requirements in order to better anticipate open positions and ensure open positions are filled in a timely manner
Provide advice and coaching to hiring team throughout the recruitment process, gather detailed interview feedback in order to select and hire the most qualified candidates
Manage and analyze staffing trends, collect and maintain relevant metrics and reporting
Maintain responsibility for entry, maintenance, and the integrity of data in the Applicant Tracking System (Taleo) and provide training to hiring managers as needed
Work with corporate Talent Acquisition, University Recruitment, and Internship Program functions at the corporate level and represent the company at recruiting-related events
Assist with the employee onboarding process
Stay up to date on effective recruiting trends and aware of the external talent and business landscapes and make recommendations based on recruiting data
Other functions may be assigned and management retains the right to add or change the duties at any time
Basic Qualifications:
To be considered, you must minimally meet the knowledge, skills, and abilities listed below:
Bachelor's Degree in a related discipline, or equivalent work experience
Experience staffing a wide variety of roles across a high growth, multi-site environment
Willingness to visit the East Hartford, CT site on a weekly basis.
Skill with direct sourcing and recruiting passive candidates
Strong skills in negotiating and influencing
Ability to build effective relationships within and across the business
Knowledge of commonly used recruiting concepts, practices and procedures for sourcing and screening in a recruiting and internal staffing environment
Sense of urgency and a results-oriented attitude
Strong time management skills and ability to work independently
Personal accountability, integrity, credibility
Able to effectively cope with change in a fast paced environment
Proficiency in all Microsoft Office tools, particularly Word, Excel and PowerPoint
Strong work ethic and ability to manage multiple and competing priorities
Excellent interpersonal and communication skills; professional approach; and good judgment in working with diverse levels of staff
US Citizenship is a bona fide requirement as applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information
Preferred Qualifications:
Candidates with these desired skills will be given preferential consideration:
5 years of full-cycle engineering/ technical recruiting, preferably with a DoD contractor
High degree of independent decision making and problem solving capability
Previous experience with HRIS and ATS (Applicant Tracking Software); Familiar with applicant tracking systems, updating records and information ensuring system integrity and accuracy
Current TS clearance
Physical Demands:
This is primarily a sedentary office position with employees working in a controlled office environment. The employee answers telephone calls and occasionally bends, reaches, pushes and pulls file drawers to file records and reports. Employee moves throughout the building to collect, deliver, and copy documents. The position uses a computer terminal to access, input, and retrieve data. Finger dexterity may be required to operate computer keyboard and calculator.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
